What Is Technical Guidance Document J?
Technical Guidance Document J sets out Building Regulations in Ireland for:
- Heat-producing appliances
- Combustion products
- Fuel storage systems
These regulations are published by the Department of Housing, Local Government and Heritage and are legally binding for all new builds and material alterations in the Republic of Ireland.
Amendments to
Technical Guidance Document J
Under S.I. No. 133/2014 – Building Regulations (Part J Amendment) Regulations 2014, amendments were introduced to strengthen carbon monoxide (CO) safety in Irish homes and buildings.
- Effective Date: 1 September 2014
- Purpose: Reduce the risk of carbon monoxide poisoning by mandating alarms in specific scenarios

What Do the Amendments Include?
The amendments require:
- Carbon monoxide alarms in:
- All new dwellings with fuel-burning appliances (excluding cookers)
- Materially altered properties where such appliances are installed
- Applies to appliances using solid fuel, oil, or gas
- Alarms must comply with I.S. EN 50291 standards and be installed according to manufacturer instructions
