EN14604 – Smoke Alarm Product Standard (CE/CPR)

What is EN14604 ?

EN 14604 is the European product standard for smoke alarm devices, governing the safety, performance, testing, and CE/CPR compliance requirements for standalone smoke alarms used in residential buildings. It sets the minimum criteria manufacturers must meet for alarms to be sold within the EU/EEA under the Construction Products Regulation (CPR).

Key Features of EN 14604

  • Performance Requirements: Specifies minimum alarm sensitivity, response thresholds, sound output (≥85 dB at 3 m), and resistance to false alarms, ensuring reliable smoke detection across various smoke types (e.g., smouldering vs flaming).
  • Testing & Environmental Durability: Includes tests for temperature, humidity, corrosion, vibration, electrical safety, and long-term stability of optical chambers and sensors.
  • Marking & Documentation: Requires CE marking, manufacturer identification, product designation, power source details, and compliant user instructions under the CPR framework.
  • Power Supply & Fail-Safe Requirements: Defines backup battery behaviour, low-battery warning thresholds, and conditions under which an alarm must continue to operate safely.
  • Product Types Covered: Applies to standalone smoke alarms, including optical/photothermal detectors as used in Ei Electronics products such as the Ei146RC, Ei650 Series and others certified to EN 14604.

Scope of the Standard

The standard applies to:

  • Residential properties
Houses, apartments, rental properties, and any dwelling where standalone smoke alarms are installed.
  • Rooms and circulation spaces
Areas requiring smoke detection under national regulations (e.g., hallways, landings, living rooms).
  • CE/CPR-regulated Smoke Alarm Products
All smoke alarm devices placed on the EU market must comply with EN 14604 for CE marking.

The standard ensures smoke alarms are designed to:

  • Detect smoke early and reliably across smouldering and flaming fire scenarios.
  • Warn occupants effectively via validated sound output and indicator requirements.
  • Operate safely and consistently throughout their declared service life.

Why Compliance Matters

Compliance with EN 14604 is legally required for CE/CPR marking on smoke alarms sold in the EU. It ensures:

  • Market Access & Legal Requirements: Products cannot be sold, installed, or specified in EU residential settings without EN 14604 certification under CPR.
  • Verified Life‑Safety Performance: Non‑compliant alarms may not detect smoke within the required response times, increasing fire risk and occupant danger.
  • Reduced Liability for Installers, Landlords & Manufacturers: Using certified EN 14604 alarms helps mitigate claims in fire incidents and demonstrates adherence to mandatory safety standards.
  • Insurance & Certification Implications: Many insurers and housing authorities require EN 14604‑certified alarms as proof of minimum safety compliance.
